This graph shows that between 1980 and 2004 there were dramatic improvements in automobile technology and thus greatly improved engine efficiency for "light vehicles". However, this was focused towards making the cars larger and better performing rather than reducing fuel consumption. Improved efficiency doesn't automatically translate to system-wide improved effectiveness.
